Full Job Description

The main duties of the position are:

 Develops comprehensive plans  to establish, implement, and ultimately evaluate  overall agency compliance with E.O. 13556 and 32 CFR §2002 to ensure that policies and procedures for controlled non-classified information are integrated into the effective administration of the program. Serves as a  records management expert and advises staff and program officers on all aspects of the Records and Information Management (RIM) program.  Designs, builds and maintains SharePoint sites and websites and all associated databases. Acts as purchasing representative (COR) in the analysis and preparation of purchase requirements. Acts as a spokesperson for the agency's documents and information management at meetings, conferences, and when communicating with various people and organizations.

 US citizenship is required.

  •  Trial period. A one-year trial period may be required. Optional service. If you are a male applicant born after December 31, 1959, you must prove that you are enrolled in the Selective Service System or  exempt  under the Selective Service Act. Background aptitude test. Continued employment is subject to satisfactory completion of a background investigation and issuance of a federal fitness or security clearance. If selected, you may be offered preliminary work pending a full background investigation.

Qualifications

  •  To qualify for this position, applicants must meet the specific experience requirements outlined below.
  •  Special Experience-GS-0308-12: Applicants must have at least one year of full-time professional work experience comparable in scope and responsibility to the next lower level in the federal government, GS-11. Special experience is defined as follows: Experience in organizing documents and information, developing plans for logical file structures, access to information  and training based on the institution's fields of activity; recommendations for changing the program's current working methods; Control and monitor the status of various document compliance initiatives of private or public  organizations  and collaborate in the implementation of the CUI (Controlled Unclassified Information) program.
  •  Specialty Experience-GS-0308-13: Applicants must have at least one year of full-time specialty work experience comparable in scope and responsibility to the next lower level in the federal government, GS-12. Special experience is defined as follows: Experience in organizing documents and information, developing plans for logical file structures, access to information  and training based on the institution's fields of activity; recommendations for changing the program's current working methods; development of platforms for senior officials of the institution; Experience implementing a Controlled Unclassified Information (CUI) Program, including development of CUI policies, procedures, guidelines and training; and experience acting as a Procuring Authority Representative (COR) in the analysis and preparation of procurement requirements. 

Your qualifications will also be assessed based on the following competencies (knowledge, skills, abilities and other characteristics):

  •  Technical Knowledge: Knowledge of Controlled Unclassified Information (CUI)  to develop and maintain comprehensive plans, policies and procedures.
  •   Records Management: Expertise in principles and techniques of records and information management  and  thorough knowledge of how to plan, inventory and dispose (retirement, transfer, withdrawal, donation and destruction) of  records. 
  •  Compliance: Knowledge of procedures to assess, evaluate and monitor compliance of programs or projects  with federal laws, regulations and guidelines.
  •  Oral and Written Communication: Expresses information (eg, ideas or facts) to individuals or groups effectively, taking into account the audience and the nature of the information (eg, technical, sensitive, controversial); make clear and convincing oral presentations; listens to others, pays attention to non-verbal cues and responds appropriately; prepares program documentation, newsletters, reports, analyses, training, materials, emails, website information, and required notices.*Experience refers to paid and unpaid experience, including volunteer work  through national service programs (eg, Peace Corps, AmeriCorps) and others organizations .
  •  Volunteering helps develop important competencies, knowledge and skills and can provide valuable training and experience that translates directly into paid work. You will receive credit for all qualifying experience, including volunteer work. 35-
  • 0 working hours per week is considered a full-time working year. Part-time experience is calculated based on the  time actually spent on the activity in question.
